The Project-Based Voucher (PBV) program provides long-term rental assistance for specific housing units. Unlike the tenant-based voucher, the PBV assistance is attached to the unit, not the family.
Key details:

Families pay about 30% of their income toward rent, and the Housing Authority pays the balance directly to the property owner.

If a tenant moves out, the assistance stays with that unit for the next eligible household.

Some PBV participants may become eligible for a tenant-based voucher after living in the PBV unit for at least one year (subject to availability).

The Housing Choice Voucher (HCV) program, also known as Section 8, helps very low-income families, seniors, and individuals with disabilities afford safe and decent housing in the private market.

How it works:

Participants receive a voucher and can rent a unit of their choice that meets program requirements and is accepted by the landlord.

The family generally pays about 30% of its income toward rent and utilities, while the voucher covers the rest, up to HUD’s local payment standard.

The unit must pass a Housing Quality Standards (HQS) inspection before move-in and annually thereafter.

Eligibility:

Income must be below HUD’s set limits (typically ≤ 50% of Area Median Income).

Applicants must meet eligibility and screening requirements set by the Housing Authority.

The Foster Youth to Independence (FYI) initiative provides housing assistance and supportive services to young people (ages 18–24) who are aging out of foster care and are at risk of homelessness.
Program highlights:

Offers up to 36 months of rental assistance (with possible extensions).

Provides case management and life-skills support through local child welfare agencies.
-
Helps youth secure stable housing while they pursue education, training, or employment.

The HUD-VASH program combines HUD housing vouchers with VA case management and supportive services to help eligible veterans who are homeless or at risk of homelessness.
Program highlights:

Participants receive rental assistance through a voucher and supportive services from the VA.

Services include health care, mental health counseling, and help with employment and independent living.

The goal is to help veterans achieve and maintain stable, permanent housing.
