The Housing Authority of the County of Monterey (HACM) was created under the authority of the Health and Safety Code by Resolution which identified a need for safe and sanitary low income housing, by the Monterey County Board of Supervisors on March 21, 1941.
The Housing Authority of the County of Monterey provides a variety of housing and services to low and moderate income residents of Monterey County.
The Housing Authority is supported by grants and special allocations from the U.S. Department of Housing and Urban Development and the State of California housing programs. In addition, the Monterey County Inclusionary Housing Fund often provides seed money for housing development projects. The agency receives no general fund allocation, tax increment revenue, or special funding from the State of California, the County of Monterey or any city government. The Housing Authority of the County of Monterey is growing, as is evidenced by its expanding financial capacity. In 2001-02, the Housing Authority's budget will reach approximately $28.7 million, up 9% from the year before. $21.2 million, 74% of the total budget, will go to private landlords in Monterey County in the form of Section 8 Housing payments. Housing Authority goals for 2001-02 include the development and modernization of affordable housing units, the realization of long-term fiscal stability, high-quality service provision, and increased operating efficiency.
